EUROPEAN CONFIDENCE

EU membership and the euro

Cyprus has been an EU member since 2004 and a euro-area country since 2008. EU membership provides an established European regulatory and economic setting; nationality-specific immigration rules still apply.

GLOBAL CONNECTIONS

A strategic international location

Positioned between Europe, Asia and Africa, Cyprus provides international air connections and an established base for cross-border commercial and personal activity.

YEAR-ROUND LIVING

Mediterranean lifestyle

Coastlines, traditional villages, Troodos mountain landscapes, cultural heritage and a long outdoor season offer varied ways to enjoy island life.

OWN WITH CONFIDENCE

Property ownership and buyer protection

Cyprus property law offers contract-deposit and specific-performance safeguards. Non-EU buyers generally require separate acquisition permission; every purchaser should instruct an independent lawyer.

FOR QUALIFYING NON-EU BUYERS

Permanent residency opportunities

One investor immigration category is based on a first-sale new home costing at least €300,000 plus VAT, subject to stringent payment, income and other eligibility requirements. Purchasing a home does not guarantee residency.

INTERNATIONAL HOUSEHOLDS

Tax and retirement considerations

Specific tax-residence, foreign-pension, non-domiciled and employment rules may be relevant to qualifying individuals. Immigration, tax residency and VAT relief are separate matters.

INTERNATIONAL BUSINESS & TAX

A modern tax framework and global treaty network

Cyprus offers extensive legal, accounting and advisory services alongside a double-taxation treaty network covering more than 65 countries and jurisdictions. The 2026 reform raised corporate income tax to 15% while reducing Special Defence Contribution on qualifying dividends from 17% to 5%, subject to domicile and transitional rules.

MARKET CONTEXT

A property market with international demand

PwC reported approximately €6.5bn in property transactions in 2025, with international-buyer activity increasing year on year. Historical figures are not a guarantee of resale values or returns.

THE 2026 TAX REFORM

International business, dividend tax reform and double-taxation treaties.

Cyprus continues to provide an established international business and tax environment. The 2026 reform combined an increase in the standard corporate income tax rate from 12.5% to 15% with a reduction in Special Defence Contribution (SDC) on qualifying dividends from 17% to 5%.

CORPORATE INCOME TAX15%Standard 2026 rate
DIVIDEND TAX5%Qualifying SDC rate
DOUBLE TAX TREATIES65+Countries and jurisdictions

The 5% SDC rate generally concerns dividends received by individuals who are both Cyprus tax-resident and domiciled. Qualifying non-domiciled individuals generally remain exempt from SDC on dividends. Transitional rules mean that dividends paid by Cyprus companies from profits earned up to and including 2025 can remain subject to 17% SDC if distributed by 31 December 2031. Other contributions and anti-avoidance rules may apply.

Cyprus has a wide network of double-taxation agreements with more than 65 countries and jurisdictions worldwide. Depending on the specific treaty, tax residence and source of income, these agreements can coordinate taxing rights and provide relief from double taxation in cross-border activities. Treaty relief is not automatic and each agreement must be examined individually.

RETIREMENT & SECOND-HOME LIVING

More sunshine. More room to enjoy life.

Cyprus attracts interest from retirees and prospective second-home owners in the United Kingdom, Germany, Scandinavia and other northern European markets who value a milder winter climate, time outdoors, access to healthcare and a Mediterranean lifestyle.

CLIMATE

Long, sunny seasons

The Cyprus Deputy Ministry of Tourism describes long, dry summers, mild winters and abundant sunshine, including during December and January. Trimiklini’s higher foothill setting has a cooler seasonal character than the coast.

HOUSEHOLD COSTS

Potential for a different cost of living

Eurostat’s 2025 household consumption price-level index places Cyprus at 89.2 (EU average 100), below Germany, Sweden, Denmark and Norway. Costs vary by household and location; no specific saving can be guaranteed, particularly relative to the UK.

LIFESTYLE

An appealing setting for retirement

A private garden, welcoming communities, year-round outdoor activities and access to coastal and mountain destinations can be particularly appealing to residents seeking a relaxed lifestyle.

Cyprus also offers public, private and specialist healthcare facilities. Eligibility for GeSY, private insurance, British S1 healthcare arrangements and any immigration permissions must be assessed individually. Some eligible UK State Pension recipients can register an S1 form to access Cyprus healthcare on the applicable terms.
